Bulk Controls

“Bulk controls” are an important type of planning and zoning regulation. But these regulations can go too far when they restrict or even ban some of our most cost-effective housing types. One such example is the stacked 6-plex. Dotted across the central city, these traditional three-story apartments have stood for over a century.

In 2024, Sacramento city staff and council took a major step toward being a more livable and pro-housing city. The City adopted the 2040 General Plan, which removed single-family-exclusive zoning and eliminated mandatory parking minimums citywide. The City also adopted its first Missing Middle Housing ordinance, which relaxed even more requirements around minimum lot sizes, setbacks, and more. These are big wins that deserve big praise!

Yet even with this recent progress, the traditional 6-plex is still banned by bulk control regulations in over 80% of the City. This year, the City will be updating its zoning codes. Will you help us bring back the traditional 6-plex? Sign up to stay tuned.

Goals of Bulk Controls:

  • preserve access to sunlight/airflow
  • mitigate water runoff
  • provide fire breaks
  • promote aesthetic uniformity

Where Have All the Triple-Deckers Gone?

For nearly a century, traditional triple-deckers and 6-plexes have been illegal to build within most of the city. But in 2024, the City adopted new goals and regulations which almost legalized them again!

Bulk Controls Have Gone Too Far

The bulk controls defined in city ordinance 2024-0027 section 7 deny traditional 6-plexes in R-1 zones. (80% of the City is zoned R-1!)
